For many use cases, no money allocation is needed for the first proposal that trespasses a certain threshold. We may only want to use conviction to prioritize a set of community ideas, or value a set of resources along time.

In this cases, no funding pool, no beneficiary, no requested funds, nor threshold formula are needed. We only have a list of proposals that is ordered by the conviction recollected from the stake token holders.

We can simplify the application way when no vault is set in the app initialization.
