Simplify: consider bios-csv recipe without customizations

Currently the recipe is customized to not require all the horde of dependencies that current generated fty-rest recipe proposes, to make a smaller helper tool.

See if its recipe can be reduced (unite with helper lib recipe for CI helper tools), or even left generated "as is" after some refactoring, such as splitting of fty-common to more repos (so there is a set fitting the needs of bios-csv - maybe even letting it externalize into a standalone repo).
