Count of fixes missing in files tab of collar details for inactive files #17

Problem is that when a file is deactivated, the fixes are removed from the collar fixes table.
Explore adding an 'Active/Inactive' flag to the Collar Fixes table, and toggle that attribute when a file is inactive.
