Consider:

tests = {
    "mytest": {
        "command": '...',
        "on_variants": {
            "type": "requires",
            "value": ["!maya"]
        },
        "run_on": 'default'
    }
}

Intuitively this test should run on all variants not containing maya, however the test is not run at all.
