Sandag Multiple Zone Systems

• Completed speed-ups for pandas lookups #167
• Lookups are 60x faster now and performance should therefore be sufficient
• Next step is to define how to better integrate this into the MTC TM1 example and/or ensure it gets tested by Travis
• We prefer to develop a simpler test data set with full test coverage instead of testing the sparser MTC TM1 test data
• This will be done after @Wu re-runs his test

• Update from @Joe and others on the AMPO partner's discussion about priorities
