When workflows are uploaded and not run they should be removed

Task to do
If a workflow is uploaded and not run, it should be removed from the list of workflows. The best place to do this needs to be determined

Reason
Uploading workflows and not running them clutters the list of workflows - the user isn't able to remove them so they can build up & consume browser resources

Result
Uploaded workflows that aren't run are automatically removed from AWorkflow.workflow_defs state field.
