This issue was raised as follow-up of issue #1029.

The semantics of Ampersand sees IDENT as syntactic sugar of RULE. Therefore, the namespaces of IDENT statements and RULES are the same. However, the uniqueness of labels is not checked across IDENTS and RULES.
