roles/groups review list includes new created roles/groups

the admin creates a new role with review setting enabled. When the user goes to UI and looks at the roles to be reviewed, it also sees the newly created role. The server includes the role since it doesn't have a last reviewed date which is incorrect. The server should look at the creation time of the role to determine if the role should be included in the list or not. Same applies to groups as well.
