What

It would be helpful to indicate when Subscriptions are disabled in the pre-publish UI

How

As a Jetpack user, I wasn't aware Subscriptions were disabled when I was publishing my post.

It would be helpful to have some UI indicating such:

This way, I know to go turn on Subscriptions before publishing my post, so my subscribers receive my post.
