Featured Image Block Empty If No Image Available #241

The featured image block renders empty for any post that does not have a featured image. In the editor this should probably render a placeholder, although in the view it should be ignored.

Query block has been relocated to core: WordPress/gutenberg#20106. Closing all Query Block issues in newspack-blocks for now, with a possibility of filing them in Core after the block approaches readiness.
