Due to this bug in IE11, all SVGs should have focusable="false" set in order to prevent SVGs gaining focus. This is especially an issue for SVGs in the menu where it adds an extra (dead) TAB stop.

Since radcliffe_2_get_svg isn't pluggable (should it be), this needs to be added to SVGs up stream.
