Comments: Investigate technical requirements for comment history

When looking at a comment specific view in wp-admin, we can see comment history of what has happened to a particular comment. Are we capable of generating this view, or do we need a new endpoint to enable this?

In short, we need a new endpoint for this both on Dotcom and Jetpack side. Furthermore this functionality is handled by Akismet, so we'll need to consider that requirement when working with Jetpack sites too.
