Describe the bug

A menu can be opened and possibly used even when it is disabled.

To Reproduce

  1. Create a disabled menu that contains an item with header "_File".
  2. The menu can be opened with Alt+F.
  3. If events are used instead of command binding, the items in the menu are enabled and can be selected.

Expected behavior

User should not be able to use a disabled menu using the keyboard.

Desktop:

  • Windows 10
  • Avalonia 0.10.6
