chore(metrics): auto-load big dashboard in metrics stack

When installing the metrics chart, it should automatically ingest spartan/metrics/grafana_dashboards/aztec-dashboard-all-in-one.json. Due to the way that helm subcharts work, we may need to have a pre-processing step to inject the json into the values.yaml file at runtime.
