Swap operation fails when WEBSITES_ENABLE_APP_CACHE=true is set only in production. If you check the documentation, it doesn't mention that this setting needs to be enabled in all slots:

I think it would be valuable to add a mention of this situation to the documentation page.

Is this the case? If so, I would like to know before rolling out the configuration to minimize production downtime and not cause other problems. Would be an immensely important addition to the documentation if so!

We have had a problem with this configuration in the past and the support solution was to set WEBSITES_ENABLE_APP_CACHE=true on both slots and this solved the problem.
