Overview/Summary

Addressed the failing Update Policy Library workflow to pull from new source as part of refactoring.

Replace this with a brief description of what this Pull Request fixes, changes, etc.

This PR fixes/adds/changes/removes

1. Added 'Bicep' as an ExportFormat in Policy Library Update
2. Pulls from new Policy source and put into same location in repository

Can we make the required changes as per other comments. Also can we remove the enterprise scale tools directory in the script folder as no longer needed.
