Description

ADO module pipelines are missing a trigger on changes to the utilities folder, hosting scripts for actions/templates shared by both ADO and GH.

Align trigger paths to what listed for GH workflows:

    include:
      - '/.azuredevops/modulePipelines/<modulePipelineName>'
      - '/.azuredevops/pipelineTemplates/*.yml'
      - '/modules/<moduleFolderPath>/*'
      - '/modules/.global/global.module.tests.ps1'
      - '/utilities/pipelines/*'
    exclude:
      - '/utilities/pipelines/dependencies/*'
      - '/**/*.md'
