It is not possible to instantiate Log4NetTracingInterceptor without configuration file.
Default constructor passes null to this one:
https://github.com/Azure/autorest/blob/master/src/client/Microsoft.Rest.ClientRuntime.Log4Net/Log4NetTracingInterceptor.cs#L24
