azure-spring-cloud-starters release job doesn't have step of checking api-view. We should add it.

Related issue: #23453

Tasks

  • now the api review is not worked as expected, we need to make sure the pipeline is fixed first.
  • check out on which condition, the api view will fail
  • what to do if the api view is failed.
  • update this in spring release doc check list.
