[monitor-query] Add browser testing (live testing is completed)

The current monitor query package has live tests but they're not running as part of the CI/devops infrastructure yet.
The browser tests were temporarily disabled since the method I used to push telemetry (via opentelemetry-exporter) doesn't rollup properly.

We need to craft up a proper test-resources file and enable the browser target for it and add in code to push data for ingestion.

• Fix recordings
