September release of KeyVault for JS

• Key Vault Admin client:

• Key Vault Keys client:

  • Support local key encryption for CryptographyClient Support local key encryption for CryptographyClient #7278

• Key Vault Secrets client:

  • keyId should be populated, as a string [Key Vault Secrets] keyId should be populated, as a string #9639 Pushed back. Not a priority according to the feature crew.

• All clients:

  • Key Vault Identifier Parser. Merged a first PR, but I'm waiting for feedback on another PR.
  • The backupRestore operations should be LROs. Here's a PR with a testing utility that has the same code: [KeyVault-Keys] beginRestoreKeyBackup as a test utility #9210 Not a priority, but I merged code that tests for this, in case it's useful later.

We might add more things here as we move forward.
