Task: Add documentation step to New Operator Guide Docs

In the following document we walk through the steps of creating a new operator.

We should add a new final step (Step 13?) to remind the user to add documentation for their new operator.

This way, we don't have documentation build ups and we don't forget to add docs for each new operator added.

Done criteria
Documentation steps are added to new operator guide on new step 13.

• For eg. After this task is done, the user should be able to use either webhooks or the declarative model for K8s
