Expose individual metrics (label metrics with resource id's and other metadata)

Problem

Objective is to allow better filtering after metrics are integrated to TSDB / prometheus

Solution

Metrics labels hat we already have:

• awsregion
• country

Metrics labels that we could add:

• resource type
• resource id
• resource tags
• aws account ?

Adding a CPU usage metric could be interresting for vm / instances.

Rationale:

• it is a significant metric that contributes to the calulation of impacts by Boavizta API
• having it exposed by cloud scanner would ease display in dashboards

Adding carbon intensity metrics could also be interresting
