Sidebars not properly loading

"The sidebar is empty, but space is still reserved for it. Why? When I click on Widgets in the Customizer, I do not see the widget panel."

The sidebars are able to be added/removed from pages/posts/header/footer, and the sections that are active should be displayed when the user loads the customizer. The primary sidebar no longer displays as an active section, even if sidebar left/right is selected.
