  1. Custom footer templates do not fill the entire footer area - there appears to be a top and bottom border if the footer background color set in the Customizer doesn't match the background color of the custom footer.
  2. Custom footers should NOT use Design > Footer > Colors for links bc that is used for the Design > Footer > Layouts and they can be completely separate designs. It should use Design > Site Content > Links color by default.
  3. Make the footer templates not respond to any controls in the Design > Footer Section
