clampMode has many bugs，but not solve yet

I found clampMode has many bugs，for example：
1、#9052 (comment)
2、#8690 (comment)
3、#5042 (comment)
4、#8307 (comment)
etc...
I think it's an important function in cesium,but now these bugs are not solved!
many times it works well but in 2d mode is incorrect？
so can you tell me you have any plans to solve this？

We're aware that there are quite a few 2D/Columbus view related issues. The majority of Cesium's use cases are in 3D mode, and so the 2D issues have not been as high priority. We encourage contributions and would be happy to advise or review a pull request for a fix for any of these issues.

Cesium is a big project, so we use GitHub for actionable feature requests and bug tracking exclusively. I'm going to close this issue as it's not tracking a specific bug, but please feel free to add more information to any of the linked issues if you have it. Thanks!
