Bar Chart Left-Axis Alignment doesn't match with data

What did you expect to happen?

Scenario #1 first bar should end right at the 10.0 axis.

What happened instead?

Instead it looks like the bar value is 9.0.

I didn't have time to look into this, but thought someone might have run into this before. Seems odd
