Discrepencies in dependencies in multiple places

Hi, the protocol has a number of bugs that can be quite painful when generating downstream clients (especially those that wish to offer full type hinting etc in python as an example). It requires a lot of workarounds and code / hacks in places. Here is one example, the Audits domain advertises it's dependencies as ["Network"] which isn't strictly true, it relies upon:

["Network", "DOM", "Page", "Runtime"] throughout etc.
