Paper recipe does not make multiple pieces anymore

Describe the bug

The "paper" recipe used to make 50 pieces, now it makes 1.

Steps To Reproduce

1. Set fabrication to 5
2. Open crafting menu
3. Search for "paper"
4. Observe "Amount: 1" in the rightmost panel

Expected behavior

The recipe used to make 50 pieces. This appears to be an unintended side-effect of #44399.

Additional context

Before #44399 was merged, paper was a comestible with a default number of charges of 50. The PR renames that comestible to "napkin", and reintroduces "paper" as type "ammo". This item does not have a default number of charges, hence crafting the recipe results in 1 piece now.
