A single inbox, access limited to user accounts with an appropriate “coarnotify” role
Accessible as an API endpoint, requiring an API key for an authorised user account

Acceptance Criteria

List the criteria which must be met for the issue to be considered complete

There is an inbox endpoint which can receive a notification only with an api key and an appropriate user role
