Second beta release of CommandStation-EX: v3.0.0-Beta-2.

Beta-2 improves support for the Pololu Motor Shield and adds support for the Ethernet Shield. Supports the M command which can be used to generate an arbitrary dcc packet. Use with extreme caution as in the classic docs.

Consisting through JMRI doesn't work properly and may not be fixed in time for the Production Release of v3.0.0.
