In accordance with the governance.md protocol I am commenting on this issue to document and exploring the implications of accepting or rejecting the proposed change. This should trigger a two week community input period that will end January 1st.

We add language to the Governance document defining clearly that the DPGA will not develop our own list of licenses or terms our standard and the relationship with other standards, licenses, guidelines and organisations.

I propose the following text to be added to the Digital Public Goods Standard Governance document:
“The DPG standard will refer to other organizations, standards, licenses, and terms that have broad marked consensus to contribute to the collective empowerment of global communities."

Based on today's discussion 2 technical leads + 1 alliance co-lead have agreed to:

  • Use the OSI set of approved licenses to determine whether or not a software project is open source.
  • We will begin figuring out how to lead a discussion around supporting ethical (do no harm) implementations of DPGs.

Proposed wording:

“The DPG Standard leverages the frameworks, standards and definitions of specific organizations that have broad marked consensus and which contribute to facilitating the discovery, development, use of, and investment in digital public goods. Specific organizations with which the DPG Standard aligns today include: OSI, Creative Commons and Open Data Commons."

Please suggest any changes to the wording within the next week.
