Explore when/where to include license headers in our outbound checklists

Expected behavior

We would like to add license headers to each file in our templates, using example-spdx-headers.md and insert_license_headers.sh.

Additionally, we would like to add ASCII art to our templates too! Examples being "we're hiring" and the DSAC bear.

Actual behavior

Currently, no license headers are in our templates.
