do we want tiding to be IC valid? right now it isnt, but admins police it. lets make sec do that job first

I feel like this is a administration issue first and foremost - I guess everything revolves around the question of if getting items from maints is a crime.
It's kind of part of the DNA of the game, in a sense, since tiding's been a thing for forever, basically.
What if I want to stalk the maintenance tunnels and do scary things as a passenger? That's been some running themes of characters I've played lately, and to play a character like that I need to in the maints as a passenger and tide in some sense. I've always disagreed with the fact that it's more "game-like" to just go straight into maints and get like 20 tools and leave, it's more trying to spot that and spot when people are trying to RP, which is pretty nuanced.
