Improve GTSM tide dataset #510
prevent reading of all component netcdfs if only requesting a subset
consider hard-coding of component list per tidemodel (put lists in function so the testbank can also acquire them)
prevent back-forth conversion from phase to x/y component to phase, many files have imag/real or x/y component already.
