SUP-2476 [FR] Add Content to Bounty Section on 4626 Alliance site

Description

We'd like to add the following language to the bounty section:

Bounty Program Overview:

For Members:

  1. Bounties can be sponsored individually or as a group.
  2. Group bounties must be agreed on by at least 3 members to use Alliance funds.
  3. If you sponsor a bounty, you must review the bounty submission for accuracy.
  4. All valid implementations will be paid out.

For Bounty Hunters:

  1. Bounty rewards are first come first serve. The second implementation received wont be awarded unless the first submission is deemed invalid.
  2. Once a submission is received we will update the bounty status from "Open" to "Pending" and then to "Complete" once it has been paid out.
  3. All submissions are subject to review by the protocol that the bounty targets.
  4. Bounties will not be paid until the target protocol approves the implementation for accuracy.
  5. Any changes suggested by the target protocol must be included before the bounty hunter will be awarded the full balance. If the hunter doesn't wish to make changes or cant, the Alliance may award are partial sum at its discretion for the work that has been completed.
  6. The Alliance has the final say on payouts and if the implementation is valid.
  7. Please be patient during the review process as coordinating with Alliance members + target protocols can take time.

For Protocols:

  1. If you'd like your protocol to be the target of a bounty, please reach out to the Alliance
  2. For all target protocols we ask you:
    1. Confirm target contracts in the scope can be made 4626 compliant
    2. Provide availability to review any bounties submitted to your program (pre-filtered by the Alliance so as to not spam)
