[Bug] Portals spawning in claims

Describe the bug

I suppose if someone is trying to exit the Nether near this location, it cannot find any other portals or unclaimed chunks nearby, so it ends up spawning in the middle of the city.

To Reproduce

Destroy the portal and try to use the portal at the corresponding location in the nether.

Expected behavior

Portal shoudln't spawn in the city borders.
