Symbols do not scale as expected

I noticed after using the included library to generate a bitmap for a symbol and specifying the size as 75 by 75, the symbol did not scale to the bounds of resulting image. Also, it's not centered. I would like to use this library to generate symbols to display on a map. Is there any way to get them to scale to the bounds of the image size I provide?
