Describe the bug

legacy particles (surface impact effects, etc) no longer smoothly move between frames like how they used to.
I tried to capture it on video but you'll notice it if you have a monitor with a refresh rate higher than 60

To Reproduce

  1. Play a legacy particle.

Expected behavior

it should smoothly move.
