Enhancement on Bug Report process by providing more guidance that users can follow.

Describe the solution you'd like

Make a self-checklist of frequently asked "statements".
Currently, there is

Search before asking
[ ] Please search issues to check if your issue has already been reported.

Checkbox. But later on we may add some that can really save time. Draft is (any of) following :

• Reproduction that can actually reproduce.
• If reproducible, is used Mapper configuration provided?
• In Jackson and Java please. (If Kotlin, please check out (link-to-kotlin)
• If there is framework involved? (like Spring?)

Not urgent, but it would be good to have checklists that reflect what most frequent answerers repeatedly say.
