Summary

Change the rule of the Release Sims CI in rc*/* and release/* branch

Problem Definition

It takes very long time in any PR of release/1 and rc*/*` branch.
We need to reduce the CI checking time.

Proposal

I recommend to change the rule that Release Sims just run only if release label is added in PR

For Admin Use

  • Not duplicate issue
  • Appropriate labels applied
  • Appropriate contributors tagged
  • Contributor assigned/self-assigned

I think it would be good if the release label is added regardless of a specific branch.
