[Bug]: Invalid hashtag links when not using ASCII

Describe the bug

1. Find hashtag in video description (didn't test for other hashtags) that contains non-ASCII (eg Arabic) chars.
2. Click it.
3. Go to a page with URL encoded query and no results (PROBLEM).

Expected Behavior

Find videos with hashtag and don't encode query.
