NEI lockmode not locking the mode correctly

I tried to lock the mode in NEI config to prevent myself from changing it to cheat mode and when I CTRL-Clicked the "Nei Config" Icon in lower left corner it should not change the mode.

The Reality

I'm able to cycle through the modes with CTRL-Click on NEI config icon in lower left corner (cannot change the mode if I click the "NEI Config" so that's good).

Your Proposal

Disable cycling through modes when lockmode is set in the .config
