support for manuals in /doc folder

I translated some mods months ago, and updated text keys in /lang folders via paratranz.
However,it seems that manuals in /doc folders are not supported by paratranz project yet.
I wonder if it will be supported later, or I should upload translation for manuals by PR in GitHub directly.
