If this is intended then can it be made explicit in the contributing doc (and maybe readme too) along with a guideline of how to improve odds of not getting closed with wontfix.

If it's not intended can we turn it off? 😀

Either way it would be good to not have people spending their time working on PRs which are just getting lost.
