I think this must actually be a Haxe bug, but I wonder why this works for you guys and not for me...

Maybe it's having the windows tar which is not compatible ?

In which case maybe we should detect that and print an error in Build so we don't hit into the same issue next month or year :)

Good call, I didn't even know there was a Windows tar... Does that mean you have your cygwin paths in system PATH, not user PATH?

Yes.
Alternatively we could directly append the cygwin path to tar command when calling

That's not our tar command so we can't easily prefix it. I don't really understand why it's handling opam64.tar.xz again like that though.

For repos, I've been doing what Rudy mentions here: HaxeFoundation/haxe#11182

Actually this is probably a different problem altogether and there's not even a tar command involved here. The real issue is likely that there's never a opam repo add fallback.
