Increase precision for resources/achievements minimums.

Hello.

Currently the minimum "PercentageUnlocked" stats (for both played and global) is 0.1%.

Before this, numbers have 17 decimal point precision, and then all of a sudden for numbers <0.1% it simply rounds to 0.1%.

Can we remove this rounding feature? It would be nice to know which achievements are actually the rarest, rather than having a 30+ way tie at 0.1%.
