Add filtering to special project page widgets

Add ability to include content by custom taxonomy, category, tag, etc. like you can with the homepage widgets.

From Jarrett: The easiest thing would be if the Featured Content widget displayed items that had been designated -- via the Post Prominence checkbox on the Post template -- Featured in Series or Featured in Category. Even better would be if that widget also filtered by tag. That way, you could potentially have multiple Featured Content widgets within a series or category, highlighting different sub-topics or sub-projects.

@MirandaEcho Is it ok if we just reuse the filtering options from Largo Recent Posts?
Those options include filtering by:

• author
• category
• tags
• taxonomy
• term

Or do we need to expand it more?
