Couldn't change Steam folder location #12

One of my friend couldn't change the Steam folder location in "Game Settings".
He installed steam in a different drive, and did change the setting to that certain location where his Steam at, but the setting keep changing back to "C:\Program Files(x86)\Steam" automatically after pressing "Sync Jobs" or close the app.
Is there any way to lock the setting or fix the problem?

Hey thanks for the issue ! This is a well known bug, I'm currently working on a fix but it could take quite a bit of time
