Pull requests can require information based on what type of pull request is being submitted. The information needed for a code based pull request vs a documentation based pull request could be drastically different. Github has something for this.
Currently Islandora's repo TEMPLATE is here and only has one option.
Here's an example of the structure we could be using instead. Look at the "/ISSUE_TEMPLATE/" directory.
When submitting a new ticket, the user is faced with a prompt for what kind of ticket and other information. This also works for pull requests.
My suggestion is to add this for both tickets and pull requests.
